President's Message: Marty Baylor Joins UHD as Interim Vice President for Administration and Finance

Dear UHD Community,

I am pleased to announce that Mr. Marty Baylor will serve as Interim Vice President for Administration and Finance at the University of Houston-Downtown beginning Monday, July 19. Marty is a longtime Texan and is well-versed in both the business and financial industries. His appointment will last at least six months while a search is initiated for a permanent leader of UHD’s Division of Administration and Finance.

Marty brings nearly 35 years of higher education experience to this role. He previously held administrative roles at The University of Texas at Dallas, The University of Texas Southwestern Medical Center at Dallas, Baylor College of Dentistry, The University of Texas at San Antonio, and The University of Texas-Pan American. In his most recent position as Executive Vice President for Finance and Administration for The University of Texas Rio Grande Valley, created in 2013, he oversaw the university’s processes for more than 28,000 students, more than 2,500 full-time employees, and an annual revenue of approximately $469 million.

Marty holds a bachelor’s degree from Illinois State University and a Master of Business Administration from Baylor University. Additionally, he has undertaken public service opportunities that include FibeRio Technology Corporation, the Rotary Club of Edinburg, the Edinburg Chamber of Commerce and the Texas Higher Education Coordinating Board.

Marty’s depth of experience and knowledge in business, finance and administration will be invaluable to our campus community. I ask that you please join me in welcoming Marty to UHD.

During this time, I would also like to extend my sincere gratitude to Karin Livingston, UH System Associate Vice Chancellor/UH Associate Vice President for Finance, who led the UHD Division of Administration and Finance since June. Her insight and guidance have proven to be most helpful, and we appreciate her dedicated service. Friday, July 16 marks her last day with UHD, and she will return to her duties with the UH System afterward.

This has been a summer of change for UHD as we have started to return to our pre-COVID-19 operations as well as welcomed new faces to our University. These shifts will ensure UHD continues to offer high quality services to our students, faculty and staff as well as support the University's overall mission to our constituents and to the City of Houston.
